Citizenship is a current Classic World system

The Founder's Access release notes introduce citizenship as a new system for getting to know Victoria Island's residents. They identify official residents of Henesys and Kerning City as the beneficiaries of the announced perks. That wording ties the feature to named towns and resident activity rather than to a general account membership purchase. The published character-level requirement is Lv. 12, placing citizenship after the Lv. 10 first job advancement and crafting unlock.

The system's town connection and its character-level requirement answer different questions. Reaching Lv. 12 establishes eligibility in the official overview; the named NPC tells you where citizenship begins. The article does not say that arriving in a town or choosing its associated job automatically grants resident status. Treat the citizenship conversation as its own announced action rather than replacing it with a class-advancement visit.

Where to begin in Henesys and Kerning City

For Henesys, Nexon names Arthur at Henesys Town Hall as the citizenship contact. Henesys also contains Athena Pierce, the Bowman instructor, but the two NPCs have different documented roles. Arthur is the contact for becoming a citizen, while Athena Pierce handles Bowman advancement at Lv. 10 and Lv. 30. This distinction makes a town visit easier to interpret without inventing coordinates or a route between the two contacts.

For Kerning City, speak to Roxy in Kerning City Civic Center. Dark Lord is the city's Thief advancement instructor, and First Time Together is its confirmed Party Quest for characters at Lv. 21 and above. These are additional reasons a character may visit Kerning City, but they do not replace Roxy's citizenship role. The notes identify the building and contact without giving a portal sequence, entrance coordinate, or complete enrollment dialogue.

Both named towns offer the same categories of resident benefits in the overview. The notes do not provide enough item or price detail to rank one as universally better. Rules for holding citizenship in both towns, changing towns, or losing a grade remain Pending confirmation (待确认). Read any choice presented by the current NPC before treating a comparison of the towns as a confirmed recommendation.

Community Boards connect requests to Contribution

Each town's Community Board displays requests from local residents. Completing those requests earns Contribution, and that Contribution advances your Citizenship grade. As the grade increases, Nexon says you unlock more opportunities to help the town. This is the confirmed progression relationship: resident requests lead to Contribution, which supports grade progression and further resident activity.

A request's objective and its Contribution value are separate pieces of information. The release notes confirm the existence of requests and the progression they support, but they do not reproduce every request or its reward amount. The current board is therefore the appropriate place to inspect what is actually being asked of your character. A complete board rotation, reset schedule, and request-by-request Contribution table remain Pending confirmation (待确认).

The grade description confirms that the system can develop beyond its first conversation. It does not establish that every request is available immediately or that higher grades simply multiply one fixed reward. More opportunities could mean different available requests, but the overview does not specify their full form. Use the stated progression link without filling in grade names or mathematical rules that the official source never supplies.

Understand the four confirmed benefit categories

Nexon lists four types of perks for official residents. They affect access to a local shop and prices for certain local services or items. The overview names categories rather than publishing a complete resident shopping catalog. The following table keeps that distinction visible when you decide what citizenship might offer.

Specialty-shop access concerns which items a resident can obtain from the local specialty shop. A discount concerns the price of a service or an eligible item, so the two benefits answer different questions. Having access to a shop does not by itself establish that every item is discounted or immediately available at every grade. The complete stock list, item requirements, and any grade-specific availability remain Pending confirmation (待确认).

The Cab perk is relevant to travel costs, while the Storage Keeper perk concerns storage services. The general-store wording is narrower: it covers some items, rather than declaring a discount on the entire shop. No universal percentage, fixed amount, or combined savings figure is supplied. To compare a purchase or service, use the current price shown to your character instead of adding an invented discount to an older MapleStory price.

Compare citizenship with other progression tracks

First job advancement chooses a starting job at Lv. 10, while citizenship begins at Lv. 12. A Bowman advances through Athena Pierce in Henesys, and a Thief through Dark Lord in Kerning City, but the release notes do not publish a matching-class requirement for citizenship. Choosing a job and becoming a resident therefore have separate contacts and separate stated level gates. Any additional class restriction remains Pending confirmation (待确认) until a current rule establishes it.

Crafting, available from Lv. 10, develops crafting skills and opens recipes through crafting activity. Citizenship uses resident requests and Contribution to develop a Citizenship grade. The release notes do not say that every board request requires a crafted item or that crafting automatically awards Contribution. Connect a request to a recipe only when the current request actually identifies the relevant item.

Separate resident progress from Cash currencies

Contribution is the term Nexon uses for citizenship progression. The official FAQ describes Leaf Points as an alternative Classic World Cash currency and says NX balance is shared with MapleStory. It also says Maple Points bought in MapleStory remain there and that Classic World currently has no MVP status. Those Cash and account rules do not establish that NX, Leaf Points, or MVP benefits purchase a Citizenship grade.

The release notes allow up to three characters per account. They do not explain whether Citizenship grades or Contribution are shared between those characters. Character-to-character citizenship transfer and account-wide grade rules remain Pending confirmation (待确认). The existence of several character slots cannot supply a missing rule about how resident progress belongs to an account.

Keep the town guide within the current release scope

The official package page describes Classic World as early MapleStory with gameplay improvements, balance adjustments, and quality of life changes. It confirms that progress from Founder's Access carries into Grand Launch on October 21. This supports treating current play as continuing progression, but does not provide a separate future citizenship roadmap. A later expansion of towns, perks, or grades needs its own announcement.

As of October 7, the citizenship overview identifies Henesys and Kerning City only. Forgotten Hollow is unavailable during Founder's Access, and no opening date is supplied in the release notes. The confirmed starting reference is therefore the Lv. 12 requirement, Arthur or Roxy, the Community Boards, Contribution, and the four perk categories. A complete enrollment walkthrough, optimal grade route, and numerical benefits table remain Pending confirmation (待确认) rather than being filled from another server's rules.
